As leaders in every community's educational
efforts, it's especially important for school boards to understand, and pay close attention to, district finances. Consequently, it's imperative that board members gain a working knowledge of how school finance really functions
in Nebraska.
With the infusion of federal money through the American Recovery and Reinvestment Act, and an uncertain future for state aid, school boards will face challenges making ends meet in the years ahead. When the federal money dries up, there is a $140 million void left behind. This void comes at a time when the state is anticipating a $650 million shortfall over the next two-year cycle.

The
Program:
Russ Inbody and Bryce Wilson of NDE will begin this session with an overview of how schools are funded, and then discuss how changes made in the 2009-10 Legislatures have changed the funding streams, and project into the future to help you anticipate where lawmakers may go to balance the state's budget.
Once we've sorted out the potential state aid and general fund implications, Inbody will lead participants through a discussion on the formula's budget and spending exclusions which could provide your district with some breathing room in what promises to be some tight budget years to come. We'll also look back at ways the Legislature has attempted to limit its TEEOSA obligation to schools in the past and discuss what the lawmakers are discussing as part of the Legislature's interim study on school finance.
With all of that background, we will then provide a forum with scenarios for you to discuss the realities of the coming budget with your colleagues in small groups, and then debrief in the larger group.
An open forum for questions and answers will round out the evening's activities. There will also be plenty of time to visit informally about various aspects of school finance with the presenters.
