2011 NASB Area Membership Meeting
 
A new school year is starting, and while your staff is preparing and planning for the challenges a new year brings, so too should your school board be connecting with colleagues from throughout the region to discuss issues that will impact your school and your board.
 
The NASB Area Membership Meetings provide an annual kick-off to the board member’s school year with an array of topics full of take-away ideas for your school’s leadership team, including: Board and district accountability, board member mentoring, advocating for your district, promoting a safe school environment, policies as they relate to parental rights, and two sessions designed to demonstrate the newest electronic management options available to NASB members (from our expanded Negotiations Software to the newest eFunds payment system).
 
There will be ample opportunities for networking from the beginning of registration until we adjourn from the dinner program not later than 8:15 p.m.

The Guide Book to Nebraska's Public Meeting Laws Third Edition
 
The most consistent problems superintendents and board members have are associated with the Nebraska Open Meetings Law. The easiest way for a school district to get into trouble with a problem constituent is to violate one of the very minor open meetings law requirements. It has been said that open meeting laws are like traffic laws – if you want to find a violation you can.
 
The best thing you can do to protect yourself is to know what is and what is not required of you. The Guide Book to Nebraska’s Public Meeting Laws Third Edition is an easy to read, layman’s guide to the law. It is not a simple restatement of the law, but rather, a description of what you need to know. Each chapter starts with a quick reference of bullet points of information necessary to abide by the law. After that, each chapter is started with a section titled “What do you need to know,” and is followed with a section titled “What does this mean.”
 
The book is the follow up to the two previous versions of the book. It was necessary to write the new book so it would comply with the changes in the Open Meeting Laws since the 2006 Legislative session. The changes are adequately addressed in this publication.

School Finance Workshop

The 2011 Nebraska Legislature has completed its work to balance its budget. Now the ball is in the court of every school board across the prairie. Even with federal Education Jobs money, the state will disburse 60 million fewer dollars through the K-12 school aid formula in 2011-12 than 2010-11. According to the two- year budget, 2012-13 is currently set to remain stagnant, with no further growth in state disbursements. So how is your board going to maintain programs and meet needs in your education community?
